2022 Covenant Amendment Ballot Issues

Below, under the title “Covenant Ballot Issues,” are the results, and the links to the 22 covenant issues, which offered 19 potential amendments to our covenants.

Each issue links to its own discussion page. They are listed in order of the priorities identified by the HOA membership. These proposals were based on MOST of the membership’s recommendations.  The board did not discuss whether, as a body, we support these proposals.  Instead, we saw our job as trying to compose potential amendments using the following criteria, in order of importance:
1.         Membership rankings of issue priority.
2          Membership comments about what they want.
3.         Legal research into what’s possible, and coordination with other laws and covenant terms.

Comments on proposals remain open. They are moderated by the Secretary, so please avoid verbosity, personal accusations, and profanity. If you disagree with the Secretary’s decision about posting your comment, you can appeal to the full Board by emailing the President at pres4saddlehornranch@gmail.com.

Covenant Ballot Issues

Issue AHow to revise Section 7.8 of the covenants so that homeowners are permitted to responsibly build fires on their property. Passed 90 to 3.

Issue BHow to encourage greater member participation in the general activities of the HOA by offering expanded use of internet-based meeting & communication services. Passed 92 to 1

Issue CHow to give lot owners alternatives to appropriately store firewood. Passed 84 to 9

Issue DHow to revise the covenants so financial and other business requirements are indexed to general accounting standards. Passed 82 to 11

Issues E & KWhether and how we might revise the covenants so they authorize the use of fines as a component of a formal progressive enforcement system. How to develop a formal credible enforcement process that has the active support and involvement of the HOA. Passed 68 to 24

Issue FHow to make siting decisions for new construction in a manner that seeks to maximize the overall livability of the subdivision. Passed 66 to 27

Issue GHow to evaluate and authorize the appropriate use of new, novel or innovative technologies and building materials into the subdivision’s architectural planning and approval process. No amendment proposed.

Issue HHow to revise Section 7.9.3 and 7.9.4 of the covenants to recognize practical limitations regarding the control of dogs and other pets in the subdivision. Passed 85 to 8

Issue IWhether the subdivision needs a new way to manage the interface between lot owners’ construction expectations and the architectural constraints stated in the covenants. No amendment proposed.

Issue JHow to give lot owners opportunities to respectfully store recreational vehicles and equipment. All proposals failed. Click preceding link for details.

Issue LHow to revise Section 7.12 of the covenants to acknowledge practical limitations regarding the management of noxious weeds. Passed 83 to 9

Issue M– How to improve the effectiveness of our weed management efforts on non-resident and recreational lots. No amendment proposed.

Issue NHow to give lot owners opportunities to respectfully store utility vehicles. All proposals failed. Click preceding link for details.

Issue OHow to coordinate the requirements and enforcement of our covenants with other higher legal authorities (E.g. such as septic, subdivision, etc., from Teton County, State of Idaho, etc.). Passed 74 to 19

Issue PWhether and how to change the covenants to allow the presence of multiple dwelling units on a lot (meaning multiple cooking facilities). No amendment proposed.

Issue QHow to define roles and responsibilities for making decisions about architectural landscaping. Passed 72 to 21

Issue RHow to assess the consensus will of the HOA regarding short- and long-term rentals in the subdivision and enforce that consensus. No amendment proposed.

Issue SHow to clearly finalize, document and communicate covenant expectations about camping on vacant lots. Passed 78 to 15

Issue THow to manage propane tank installations. Failed. Votes in favor=58, votes opposed=35

Issue UShould the HOA consider whether or not to continue to allow horses in the subdivision and if so, under what requirements. No amendment proposed.

Issue VWhether or not outside resources could bring valuable insights to this work. No amendment proposed.

  3. Appreciate the effort put into reviewing the covenants. Also, that we are keeping it simple to be able to enjoy the land and views which is why we all love it in TV.
